It is not possible to upgrade legendary equipment (or modify it in any other way). However, all of the legendaries you get while leveling can be re-obtained at the level cap via a certain endgame activity.

Or you could play on Nightmare difficulty. Legendaries drop in Nightmare difficulty from just about any activity. You can only play on Nightmare difficulty once you have completed the campaign though.

Hi Skree
You can upgrade your Legendary Flak gun or any other Legendary weapon/Secondary weapon. You need the Legendary catalyst called Sovereign. It gives 2 item levels (reduced by 0.5 per active set bonus). Not sure what that means
Flawless Catalyst sets all random attributes to their maximum value. Never got that to work.
Chaos Catalyst. Randomly shuffles ALL attributes and stats of an item..For better or worse.
This does work and usually for the worse ;(

You don't need to run Rifts, Do the Incursions. They drop Legendary decoders and Reliquaries that give you your Legendary upgrades or Dismantle them for tears of the mad. Plus the usual Superior items as well.
Legendary Decoders opens up the ability to get the Legendary Catalysts at the Boss kill. There are 9 to collect.
Also the occasional Legendary item as part of the Loot table.
Reliquaries need 1000 tears or for the 500/600/700 level reliquaries 2000 tears to open unless you do a rift run to open it.
It doesn't take long to collect a couple of thousand Tears
Hope this helps

You don't need to finish the campaign, & you don't need to play rifts, though these are recommended. I haven't finished the campaign (i can't due to low-end PC) & get legendaries by simply playing HRAs. You just need to reach level 17 IIRC (if i recall correctly) & then legendaries are available to drop.

You can play on any difficulty & get legendary equipment by playing HRAs (High Risk Areas), just make sure the HRA beacon is leveled up (like 29 or 30) as this affects the level of loot dropped. HRA loot quality % does have an impact on drop rate though I've gotten drops from all ranges, high loot quality %'s do tend to drop legendaries more frequently. I haven't finished the campaign & get legendaries at an acceptable rate by playing HRAs (usually 1 drop per 5-10 HRAs).

You can upgrade the level of a legendary item by 1 (just like any other item) so a level 29 legendary can be upgraded to a level 30 by using crafting materials (you will need to have dismantled a legendary device to have the yellow crafting material (forget the name)).

Enjoy!

My brief google search indicates that one has to complete the campaign & the side mission "Rifts in Space" to unlock Incursions. Does anyone know if this is accurate? If so, I'm out-of-luck...

Yes you need to complete the campaign to unlock Incursions as they are a direct result of events that occur at the end.

You have been extremely polite and helpful, but if you check the dates, i already completed the game a long time ago :P

But you've been so civil that it warranted a response. Have a nice day.

Hi Skree. Can't read the time and date. Colour contrast on forum are difficult for me to see.
Enjoy the expansion on release and have a happy day
