There is one at Nephtys Plains in Ceto~
Man, must've been suffering to get to Prescott with starter ship. xD

So far I've found Nepthys Plains Station in Ceto, Prescott Starbase and Noah Damaris Starport in Union, Coalition Cargo Terminal and Letho Starport in Drake.

You can also get a perk later on that makes the Flying Dutchess a ship dealer.

and it can be further upgraded to give Keto Ships :P
