What FPS are you getting and at what res? I doubt you'd need much of any extra frames with a 3080
I'm having like 110FPS whichever FSR 3.0 option that I use, same results with DLSS.
Frame Generation with DLSS 3.0 is only available for the 4000 series, therefore I can't use it with my 3080, but FSR 3.0 comes with the promess of Frame Gen, which is why I'd use it over DLSS 2.0.
Where did you see the option to turn on 'frame generation'? I haven't seen that.
My mistake, that looks like an option exclusive to DLSS and not FSR. I'd say if you're getting 110fps that seems pretty good!
Plus it doesn't matter if my frames are good or not, I'm wondering from a pure technical perspective.

if it doesn't appear to be working, i don't have any distinct answers for you, as i don't use Frame Doubling nor have personal interest in it.
all i could maybe suggest is the gain could be very minimal if you are entirely GPUbound already, as Frame Doubling is primarily a pseudo side step around slow CPU's. or perhaps if you're already pretty much fully utilizing the Bandwidth or vRAM Capacity of your GPU.
when i'm playing it's nowhere near what would be about running out for a 3080 (unless you have 25487265876 Browser Tabs in the background or something wasting enormous amounts of Memory), and similarly you shouldn't be able to already be running that much Bandwidth, since Ampere Cards have more than ample amounts.
another guess i could maybe make would be if your GPU is already overheating and internally throttling and so you aren't really able to gain any Frametime.
lastly, Framerate Limiters vary in how they engage with Frame Doubling - if you have one enabled, that particular Limiter may be observing the output/final rate, and so you're already hitting your Limiter and as a result it's not going to produce a higher rate than that. similarly, if you're using VRR and hitting your Limiter and/or VSync as you'd normally be using with VRR.
now, the feature set to 'Anti-Aliasing mode', sounds like the Upscaling setting, and that would be Native or greater than Native Resolution. but not directly related to the Frame Doubling itself.
