got very bad stuttering at some places which not that bad prior the game update.
chg graphic epic to 1 lower level - high.
still got stuttering but better, try this approach.
Playing on High Settings is ok, Ultra is where it starts lagging a bit with a GTX 1660 Super.
Your Fix should be lowering the Settings or upgrading your GPU.
My video card isn't that big of an upgrade to yours; are you watching your FPS while playing? Is it going all over the place when you turn? I'm wondering if it is something other than the game, like a plugged in controller or AV suite messing with it.
I shut off Lumen (I can't even tell the different to be honest other than a massive frame rate reduction) and killed DLSS, frame gen, and Reflex and it went back to being smooth as butter for me.
my FPS stays the same (be it 90 or 120 or 144, from different settings) while turning, didn't drop a bit... it was very smooth before the game update...

Max settings, aside from the misc settings turned off, no upscaling and playing at 1080p on a Linux desktop with i5-10400F, 6650 XT, 32GB ram.
In my case the issue seems to be ONLY happening when having the NVIDIA In-Game Overlay active to display an FPS number in the corner of the screen. The overlay itself running doesn't seem to be trouble, as long as it doesn't display anything. With the FPS counter enabled the problem starts happening. Disabling it again, the game frame rate will continue to stutter for like 30 seconds and then return to normal. Video capture via the overlay doesn't work either, it just captures a fraction of a second of video.
I got an RTX 4070 TI SUPER, this is NOT a performance issue, there is clearly something very wrong with how the game interacts with the overlay. For me this happens even in FullHD on LOW preset with everything turned off. Without the Nvidia overlay I can play with every setting maxed out in 4K and still get more or less 60fps according to what my TV says (which has G-Sync support).
When I played the game last a few weeks back, I still had an RTX3070, but I also used the Nvidia overlay to display FPS, no problems then. I suspect it might have been the Post-Incursions Hotfix (Update 1.2.39726) or a graphics driver update.

an old and outdated pc by any standard..
I play at 1440 p with a 120fps cap on.
zero stutters at the highest settings with just a few turned down to high.
I have more of an issue with the game being so boring. not even grindy, just lifeless and boring.
