So there's no RNG - all nodes seem to be prebaked per map!
Kind of sucks really. Wish there was some "refine" option with heavy credit cost to convert all this useless regular minerals to PURE version.
Something like paying 10k credits to produce 10 PURE by consuming 100 regulars just so you dont create thousands of PURE but at the same time have a way to use up the regular ones that are just accumulating for no reason
I was in the process of doing a quantitative investigation into it comparing a beam laser with a flak but got burnt out after mining 600 nodes. I'll let you know if I finish doing it. For now its time for some Jedi Survivor :D
It is also the same with loot - if you open a secure container, then die, and come back from autosave, that container will have the exact same loot regardless of whether you loot it immediately or after looting other containers.
I'm not sure how it works with the mineral nodes, but I have a feeling if you got the exact same resources after loading a save, the preset seed is why.

Having said that, using a mining catalyst with a laser with enhanced mining properties should still increase your chances as that should be another random chance on top of the random chance for the node itself. If you always get the same results regardless of what you use to mine the node, something isn't working right which has already been reported in the bugs and technical issues sub-forum.

combined with a flak
and the annyoin as hell to use ressource-map you can get what you need (most of the time) fast enough.
