Unfortunately there's the odd time when the non-native English speaking Devs make a slip up, but we'll get it rectified as soon as possible.

I could argue the exact opposite of the OP. If you say "without a shield and armor", then eliminating just one of those means I don't have a shield AND armor, doesn't it?
EDIT: If it said "Without a Shield or without armor", then that is wrong, and it should say: "Without a shield AND without armor." But that's not what it says, and not how I, at least, read it.
Anyway, IMO if they want to be totally clear with no possible misinterpretation, I recommend "Neither shield nor armor." OR "Without a shield and without armor" OR, my favorite: "With no shield and no armor."
