You should find it in the crafting section under catalysts once you've found the blueprint. You will need some materials in order to craft the components for the catalyst.
I think pressing R for a while should pull up the catalyst menu as well as the ones where you can increase rarity of an item, remove level requrement, etc.
It's a green rarity catalyst, so you'll get the blueprint from doing any High-Risk Areas. You have a better chance of getting it from green ones, though.
If you haven't done a HRA yet, you open them by finding signal decoders - a type of item with a system, level, and modifiers listed on it. When you use the item in the matching system, it'll create a challenge area with the modifiers applied (like enemies are faster or release mines on death). The zone ends in a boss fight that drops a lot of loot, including a Catalyst Blueprint matching the rarity of the decoder used. As far as I know, it's the only way to get these blueprints.
Be aware that you can't use a decoder that's 3 or more levels below you. At that point, all you can do is sell them for a decent amount of credits. You may want to prioritize doing them as soon as you can so you don't waste any.
