What are the green and red arrows for in inventory?

Sometimes, I'll get green arrows on something I can equip. is it JUST to tell what thing is the best you have? I thought it could be related to the crafting system... but I don't actually really know.

They indicate whether the item is above or below your current level. Green items you won't be able to equip unless you remove the level restriction on them. Red arrows you have equipped you should try to replace or possibly increase their level.

Thank you! Makes sense to me, there was just so many possible reasons for an up arrow and down arrow existing with the crafting system that I wasn't sure. :)
