So Laser Beam you said it clearly says on the card 25% more mining also more high end tier.
In game compare the 2 cards your choice will become obvious.
I have both, my Flak has a mining catalyst on it, I use it when I have less time on my hands. but when I'm looking for for high end like Baromite I never use Flak. So low end Flak high end Laser.
(Fun thing, since the mining cat. returns part of the energy used while mining, mixed with a sustained cat. keeps the energy bar practically frozen. Unlimited mining, Yeah!)

if you REALLY need the extra %... then yeah, Laser Beam is the way to go.
BUT, with ONE shot of "mining" Flak... you get all that you can mine with that weapon and move on.
Also, you have to think how your ship gets pushed back by the sustained laser. While flying a Scout, you have to either come at the ore at a decent speed before shooting or you have to boost to stay still.
Flak, one-shot-come-to-papa VS Beam, holding-in-position-seems-like-an-eternity-to-grind-for-more-ore

(buuuuut, if I find a Sustained Beam, I'll try J's trick)
BUT, if you slap a mining catalyst into a "standard" beam laser, you get the same benefits, without the push back effect.
Also, you can't slap a mining catalyst on a disintegrator for extra bonus. It won't work. The bonus will be the same.
In the end, it's preferable to use a standard beam laser with mining cat. No push back, no fire delay, less energy consumption.

-edit- just found a disintegrator and it has the "+25% to all mining modifiers"... does that really not work if you add a mining catalyst ?
