Question about RAID progression.

I missed something, or I am dumb (solid 50/50).
Right around release I ran the USA Raid to completion (100% and all missions have a checkmark next to them.)
I recently went back to just 100% the SP content, just to get it out of the way and for something different to do. I ran Eastern Front and as I do the 2-choices missions, the other locks out. I end without it being at 100%, so I went back and clicked to "restart" and reset, then it cleared everything and as I go down picking the other options, the % complete is not going up any higher than the first time, so it is going to not be at 100% like my USA run.

Did something change or did I miss something obvious and derp something?
Thanks in advanced for any helpful info. Back to digging into the problem.
