I recently saw an IS3 in the game. Where can I get it or which battalion has it?

Russian Heavy Tank would be a good bet.

You can edit the units equipped to your regiment by pressing "edit regiment" on the battalion select screen.

From there, I am 100% certain that the IS-3 is available to the USSR Heavy Tank regiment, as the above commenter noted, but it may also be available to the 1st Tank Division as well.

Makes a lot more build and play variety to have limitations, also makes it easier to balance.

Easier to give X deck Medium tanks in A when it struggles in Y department.

Easier to give X deck massive discounts on X unit because slot limits are as they are.

I don't care about balance I want to play the game how I want to without being forced into certain unit compositions.

Gates of Hell Conquest allows you to select any units you want at the cost of munitions and fuel. No such mechanic in MoW 2. Dumbed down and restrictive.

Yet another reason how PvP focus on "balance" ruins the fun of a game for co op / singleplayer modes.

Go play classic mode/ combined arms then bro. Oh wait, that's right, you don't even have the game. You're complaining about the new mode introduced by a game you've never even played and to top it all off you're complaining about a lack of choice when the devs already included modes for returning players who are scared of new things.
