2. They don't care.
kick everyone that join and has similar countries/names or look sus in another way
maybe close all player except 2 player(you and one other player) and open 1 more player when someone join
that way they might leave if they can join together
but that might take a long time
What is "collusion" ? idk what it is or how it affects a game? very curious.
Everything else is just guesswork, sometimes its right, sometimes not, but always guesswork. You will hear a lot of advice on what else constitutes a cheater in a lobby, but none of it is a guarantee.
Start with no free accounts, from there use whatever method you see fit to determine who else to kick. I personally always kick free accounts and anyone who angrily emotes when I do so. This includes the "lets go" and "start game" emotes, as I am not sure if its anger, impatience, or a collab, but in any case I dont want to give them a chance to retaliate in game. Anything more just feels like a waste of time guessing to me, I feel like I get decent results with this method and dont have to take too long building a lobby.
Keep in mind cheaters are a permanent reality of this game in multiplayer because SMG will probably never fix it. If it infuriates you its probably best to play another game, you dont want to become another hyper paranoid rage poster who sees cheaters everywhere, never enjoys the game, and actively ruins it for other players too. Nowadays I think of cheaters as a likelihood I have to deal with when I get the itch to play, sort of a cost of doing business. I do what I can to mitigate the issue and move on with my life.
Separating countries worked 4-5 years ago, waste of time now.
Separating paid and unpaid worked until about 2-3 years ago...
Now its 50/50 that you get a dual paid or dual free,
And they are mixing it up much better with multi accounts now.
When the Lawless prevail, the Law Abiding Bail,
Now the Inmates run the Prison, and even the Guards have Abandoned it.
