Agreed, i just had a look into steam version and made a purchase to see the issue. For in-game purchases they do go via the Steam API which uses steam wallet.
If you have synced your account on your Apple or Android device you should be able to purchase gems through google pay or apple pay with the exact value directly.

I have let it sit for an hour in this state, but nothing ever happened.
At this point the only options for closing the game are Alt+F4 or Task Manager and avoiding the shopping area.
