fog of war, blizzards, capitals, How do I purchase?

Looking to buy fog of war, capitals, and blizzard options. but don't see where this option is to purchase.

You don't purchase them. They are just game settings options. Click the appropriate buttons to turn them on and off.

Don't make the mistake of buying Risk maps or anything through Steam, do it in game. This game company are morons (or crooks thinly veiled as morons) and you will always see things for sale that you already own (on Steam) even though you own them (maps, etc.) from in-game.

When you buy a map pack from in-game, Steam can't "see" that you own it because you didn't buy it from Steam. When you buy a map pack in-game, all you have to do is then go to the 'Risk' Store Page and ignore that map pack.

The gems used as currency in-game are worth .008 cents each in real cash. So 50% off sale for a map pack in-game is the equivalent of $1.80 cash. Buying a map pack from Steam at 50% off is $1.99 cash. So yes, it IS cheaper, but negligibly. Consider the .19 cents to be Steam's cut for facilitating the purchase.
