I think it's a matter of multiple people having to report them over multiple games. In practice like 1 in 10 reports actually go anywhere, legit or not.

More like 1 in 1000,
I've reported hundreds myself.
None get bans...
They get suspensions and go right back doing what they were doing when its over.
When punishment is weak, crime is always out of control.
This is a lesson these folks havn't learned yet.
They are either part of the outlaw gangs that rule this title,
Cant do anything about it,
Or just wont because it cost too much money to fix.

isnt there literally a time limit for turns?

Only if the host set it up that way to have a timer on turns. Most 'Risk' multi-player games I've been involved in have had either a 1-minute or a 2-minute timer.

its not about a turn time limit, they refuse to finish your last guy off when they have hundreds of troops, they just keep taking more turns. i had one guy kept adding units to every spot on the map while he kept me at one guy, lasted over two hours because i wouldnt quit.
Ahh. Then you have to decide how much your time is worth.

Flappyjack is right, its all about how many reports come down in a certain amount of time. If there arent enough nothing happens, but lets be real, even when people get reported enough its just a slap on the wrist anyway.

Stallers at the end like that really are a special kind of evil.. I just cant fathom what they get out of it. While I would not recommend doing what you did, I am grateful to you for winning the battle of wills against the staller, hopefully they thought twice before doing it again, in which case you won for us all.

2. I am grateful to you for winning the battle of wills against the staller, hopefully they thought twice before doing it again, in which case you won for us all.
1. What they get out of it is CONTROL. They toy around with you until they finally get bored and end it.

2. No battle of wills. Time is precious. This guy let somebody else control his time (and therefore his life) for 2 hours, knowing the entire time that he was going to lose anyway. Sorry if it sounds rude, but all he did was show that his time is worthless.

Assuming you dont mind stepping away from your computer I figured out a way to punish stallers and make sure it is only them who are wasting their time :)

It's called a macro recorder. A macro recorder is an application with which you can record actions like mouse movement, clicks, and keyboard strikes. Simply record the actions of drafting, placing troops, and ending your turn. Then you can set the macro to repeat as many times as you want. Set the macro, walk away, and let that butthole staller play with himself for however long he pleases. You could even include some clicks that do laugh emojis at them every turn too lol.

I just downloaded and tried the program PyMacroRecord, and it was very intuitive and easy to use. The one thing that tripped me up was the hotkeys for record and stop recording were not set, consider setting those before beginning. Go to options/settings/hotkeys to set them. Within a minute I was able to record a few clicks that bounced around my browser, set playback/repeat to 20000 repeats, and let it fly.
Important!: Stopping the macro is already set to F3. You will want to remember this because otherwise the macro will keep your mouse moving and clicking for however long you set it originally.

I am sure there are other programs that would work for this, but the first free one I found that worked easily was PyMacroRecord. If you have questions or trouble using it check the Help/Tutorial area on the app.

If anyone does this I would love to hear the results!

Right? I am a stubborn person (obviously lol) so what you said about them getting off on the control aspect of it just made me want to find a way to fight back even more.

After some testing against bots I have put together these steps using PyMacroRecord. I recommend testing this process by making a game with bots and doing it exactly as you would in a game with a staller. Then you will be 100% prepared when the time comes:

Before playing Risk get the macro recorder set up, you only have to do this part once!-
1. Go to Options/Setting/Hotkeys and set the "stop record" hotkey, I used F2
2. Go to Options/Recordings and DESELECT "keyboard". This is because you only want to record the mouse.
3. Go to Options/Playback/Repeat and set it to an absurd number, I used 20,000. Assuming four runs per minute this would last over 83 hours.
4. Go to Options/Playback/Delay and set it to 10 seconds. This is important as will give a buffer between actions to make it easier to stop the program when you are done.
Now the app is ready to be used whenever you need it.

Once in game with a staller-
1. Put Risk in windowed mode, you can easily do this with Alt+Enter.
2. Minimize the Risk Window and open the macro recorder.
3. Maximize the Risk window, then use Alt+Tab to pull up the macro recorder, this should put it on top of the Risk window.
4. When your turn comes start recording, place troops, and end turn using ONLY THE MOUSE. (if desired add a laugh emoji for good measure)
5. Use Alt+Tab to pull macro recorder back to the top of the Risk window, and use the hotkey to stop recording. I used F2.
6. Play the recording.
7. Go enjoy your life knowing justice has been served.

When ready to stop the macro use Alt+Tab to pull up the macro recorder and hit F3 to stop it.
