Team play with friends AND strangers

I have looked everywhere but I cannot find the option: how do I start a game; invite a friend and fill the rest of the player list with strangers ?

The way around this is to join the Risk Discord https://discord.gg/risk
and post your game ID in the channel "Looking for Game"

you cannot do this without the risk of getting banned using global domination mode. but if you join the risk discord, you can post the game code and people will join.
theres even an unofficial 2v2 risk server on discord where you can play team battles
