it's not server, it's peer to peer (almost). someone boot the game click host then other join him through friend list. that's what Steam Integration means when it comes to multiplayer settings.
or at least, that's what other games with steam integrated multiplayer does. Like Secret of Grindea, Divinity, etc
but... that's only with Alpha knowledge. it could be different.
Odd that you'd say dungeon monsters don't respawn based on alpha experience, since in alpha they DID respawn.
I don't see why you think a server wouldn't work besides that, though. Consider how large the world is and just how many dungeons are actually available. Plus, nobody would be forcing you to play one of these servers. It would just be something nice for those who like larger/dedicated servers to hop on and find other people.
Also to answer your "find me one game..." thing from up above, Terraria does this. You can choose to either directly connect to a friend using steam's peer2peer service, OR you can run a server and port forward. :)
