Ideally, with a game involving steering a car, on anything from Nascar to Grand Theft Auto, you'll want at least an xbox controller, so that you can steer smoothly and with more control. You can get one from most major retailers or online for 10-40 bucks, depending on where you look and what kind of controller.
You don't have to pay for an official one from microsoft, or even one for the xbox one. Xbox 360 controllers are supported on windows too, although you may have to install drivers (just google how to). Personally, I use a cheap off brand xbox one controller I got from walmart. I paid 30 bucks for the one with multicolor after glow, but the same company makes regular painted plastic controllers for 20 bucks.
If you want a more immersive experience, you may consider buying a racing wheel controller. These get pricey quick, and you get what you pay for here. I don't recommend a 100 dollar offbrand wheel from amazon either; if this is truly the route you want to take your gaming experience in, save up 200-300 dollars and buy an entry level wheel from Logitech or Thrustmaster. Both brands are reputable and have their own advantages, so do the research to find the one that's right for you.
In terms of wheels, I personally use a Thrustmaster TMX Force Feedback wheel. It is a good entry level wheel in that it has a decent range of motion (900 degrees) and force feedback, a feature that you can't get for much cheaper. I paid 200 bucks for it, and I love it for that price.
I was originally going to go Logitech however, and if I had to make a suggestion there, I'd say the G20/G920 is the way to go. 300 bucks base price, try to catch one on sale. There are two models, one for the Playstation (G29) and one for Xbox (G920). Both are PC enabled, so you're really choosing between button labels (though the G29 does have a neat gear change indicator like you'd find in formula cars and gt cars overseas, a nice feature). Again though, all of this is personal preference, so research some for yourself before you make any decisions on purchases.
