Also, by "competitive" - that can vary too. Depending on your settings. Do your tires wear at the same rate as AI? Gas consumption? A lot of what you experience is going to depend on your settings, and thus impact what "competitive" means.
I've ran my own cars, I've joined a CPU team. And obviously when you do a "hot seat" you get a temporary ride on a CPU team - and you can check the number of stars that team has by looking at the "future plans" before starting the race. Comparing the cars I've gotten on CPU teams versus my own, my thoughts are that a 5 star team will give you 95 - 100 cars, 4 star 85 - 90, and 3 star 75 - 80. This is just a best guess based on my hours played.
I have observed that racing against a AI guy who is "hot" and on a 5 star team, I can't keep up even in a 100/100/100 car. So the extra boost they get for that puts them over a 100/100/100 car. I won't say I'm the most awesome driver, but I'm fairly competent.

I understand about the other settings. I guess I shouldn't worry too much about the actual number and focus on improving either way and getting my car as good as I can.
