And yes, to get yourself better tenants, first you have to start with the worst tenants, then you start getting offered better class tenants...
Next option is to stay with no tenants, just build and sell houses. Will be boring.
Start a new game from scratch? Now I know where to find everything and how to build but in result no difference to first option with less money and more work.
I tried to go with rebuyed first house. Not worth it, you receive it in perfect louted state. Thought about a retry in a year or so, but no, I like the game and there is no other I would prefer right now. Started a new game.
This means that if you build a nice grafter house, just 3 days of having a lout in it is enough. Pick the one with the lowest negligence stat to keep the house nice. 3 days isn't really enough for them to do any serious damage.
