The 0.6M is the narrowest of the windows, smaller than the width of a doorway;
The 1.2M is the middle size window, using the medium window height as an example, this is something you'd use for say a bedroom or kitchen window;
The 1.8M is the largest, something you would have for a living room, a large, wide window...
When building new walls, the sizes are determined by how wide you make your windowed wall frame and which height you choose (this is done by holding right-click to bring up a selection menu while you are holding a wall frame), placing the frame onto the ground and then extending in the direction you wish to place the wall, starting with 0.6M, stepping up to 1.2M and finally 1.8M, depending on how far you extend your wall...
Also, a little cheaty tip; as your progress is only saved when you go to sleep, if you make any building mistakes, just quit to menu and reload, any progress made between your waking up and said quit & reload will be discarded, so if you buy the wrong windows, you can basically groundhog day your way to success this way... :)
