how do I do scaffolding??

cant seem to figure out how to scaffold

I only experimented with the scaffolding on the church, but with the connectors, hold them on the pole where you want to connect them and right click to rotate to the correct orientation, then tighten the bolt with your spanner or they fly off when trying to connect a pole.
I couldn't get them all to connect how actual scaffolding would though, I only had one corner of the "floor" connected to a vertical pole, the other corners wouldn't line up to get a connection, but the physics didn't matter apparently and it seemed to work.

i used the step and put the ladder on top. thats enough for the roof. you need the step anyway later in the building, just buy it.
