It is not that important.
If you struggle at hitting things consider that
- damage items never miss
- there are several abilitys that give 100% accuracy
- you can use push grenades to get enemys out of cover and you can use stun grenades to reduce their evasion by 20

As for the boss of that mission, spamming rockets with atena eats most of his health

Leveling gives bonuses, but probably makes the game extremely easy. When I started 3-6 I was at level 25 too. If you aren't grinding it's grenades and turrets (and jefuty). Cover essentially doesn't matter unless it gives damage mitigation (e.g houses and bunkers).

I have finished chapter 3 at level 30 and all I can tell you is that no, you don't need to grind, but also, don't leave things to RNG. I'm assuming you aren't playing on Challenge because you have access to training simulation? So I don't think you'll actually get hardstuck because of low stats.

+1600% damage taken debuff on boss + crit with jefuty. No items needed.

Leveling is important, yes, since each level give you more HP, accuracy and evasion.
But do note that each tiles has their own buff and debuff on various stats, like accuracy (i.e, forest give -10 accuracy, but ruins give you a +10 accuracy buff, or building giving more evasion but road decrease evasion, this kind of stuff.)
You can also use grenades to bypass aiming, or debuff the enemy and their evasion.
Some enemies also have some special buff, like the elite scout with a guaranted evasion on the first normal attack received.

As for damages, only upgrades on skills, weapons and gear does a thiing levels has no effect on that, tho, since it give more accuracy, it makes hitting stuff easier, and so, in a sense, allow for more damage

tl;dr level up (at least equal level or 1 level above the enemy), be mindful of the terrains, use grenades

edit: the time i took to write this, somebody else answered already lmao, but yeah, what platapoop said, no need to grind, but keep your level equal or slightly superior to the enemy, (you can see their level through battlefield information)

i suppose boss itself gets this debuff at some point

Yeah you gotta wait for it to spawn the AU Puppets, if you kill them they leave behind an exploding blob that provides a stacking dmg debuff.

don't sleep on Jevon's ability to nuke bosses - couple the skill that increase AP for the turn, the one that increase damage for each shot on the same target and the one allowing up to have 3 unavoidable crits. It does insane level of damage on a single target. Basically grant an OTK even on late game bosses like Sugar - granted you already got rid of her anoying blue holograms of course.

Consider that on challenging, the XP farm mode is disabled entirely. Normal and casual should be a breeze in comparison with how much more lax the DPS and healing requirements are.

thanks guys

Challenge difficulty can farm up some EXP with replay feature at end of chapters. Heard that level you can obtain is capped based on chapter so you don't by accident oversimplify rest of game for yourself. (Later level ups have higher stat growths)
Medium Turret has insane accuracy at point in game when you obtain it,

There are a lot of games where you hoard consumables and never use them.. this is not one of those games. Except for some of the really expensive items you shouldn't hesitate to use your consumables when they're useful (unless it's just overkill and you could easily kill the enemies without them).

I've been playing on Challenge+ (always getting S rank and never repeating missions) and I'm up to around the same place in the game and I haven't found accuracy to be that big of a deal. Your grenades always hit, and you have several abilities that guarantee hits too, and a lot of other abilities that increase your accuracy.

Huh.. can't say I've had that problem. Have you been doing the optional mission objectives and picking up the supplies on every mission? Granted I've put quite a lot of effort into ensuring that I always pick up the supplies and get S rank on every mission, so I might have a lot more because of that potentially.. but I've been able to play the entire game always having max backpack capacity of every item I could build.
