I do say Ameagari no Hanaby is easier., It also features a large variety theme, ranged from city, desert, snow, village, even adult spa, unlike Hanaby the Witch, in which most stuff are focused on "Trick and Treat" theme,
Hanaby the Witch takes place after Ameagari no Hanaby. You don't have to play the first one to understand the game's story. It is generally more challenging and polished platforming game.

Also agree on CatChu's post. Witch is more polished and a bit more difficult, but the first game has more variety in areas and music, and they're both great overall! I have no idea how big the Japanese community is, but it's definitely small going by number of reviews on here.
