I think you're just lost friend. Let me break down each Camila scene:

Very first one is joining Quinn and Camila when you're getting the panties for the DIKs. Choices are obvious and don't require any pre-requisites other than the correct dialogue choices. (Although I think it's extended if you have ♥♥♥ status.)

If you're interested with as many scenes with Camila as possible, you must accept Quinn's offer for the restaurant. If you don't do this, you will miss out on a bunch of scenes with her (though won't be completely locked out of her liking you).

Make sure you get Spicy Takeout from the restaurant. This is her scene and will be a requirement for a later one.

Giving Camila and Mona the underwear is important, as it unlocks the conversation where you can discuss sex outdoors. You don't need to bang them in the bathroom, but if you do you can get the Episode 5 lewd scene for free instead of paying.

Camila declines sex outdoors no matter what, but bringing it up will make her like you more and is necessary for her Episode 5 scene.

Minor scene if you bring Mona a beer: Mona will blurt out that both she and Camila are interested in you.

At the preps party, if you got Spicy Takeout and suggested sex outdoors, you can get a lewd scene with her by Asking her for help when you're ducking Tybalt, and kissing her again. It costs $$ unless you got the bathroom sex scene, which lets you ask for it for free.

You can get a small fantasy scene with her in Dungeons and Gremlins if you Charm Moria (Quinn) and "seduce her". This unlocks lewd scenes with all the "side girls" during D&G by clicking their "charm" option.

Assuming you got any of the scenes above (other than D&G), you can bring Camila and Riona a vodka or tequila drink at the HOTs party and Camila will invite you back to her room where you can get her final sex scene (and optionally a threesome with Riona).

If you get the Episode 7 scene, it can be assumed that Camila is interested in you and you are interested in her, and her picture will flash before the decision if you have multiple choices and "Others" is an available option. So while you were never dating her or anything, there is at least a possibility that pursuing her more seriously will be an option and you can roll those dice if you want.

So hopefully you understand what's going on here, and what happened. I only broke it down so much since you said you already have the guide, but I know it's not the easiest to understand at times. Good luck, brother.

True, she says "no", but she does indicate interest (if you're going down the D** route). So I suspect it'll be more of an option in the future at some point potentially.

There's no immediate lewd scene attached to it (she's not going to have outdoors hanky-panky with you) - at least not in S1/S2.

First, I thought you were confusing the underwear scene with the "outdoors" scene and mashing them together.
Second, there IS a later scene attached to both earlier ones, which is the one I am (or was) trying to unlock! It's in the first open map of Season 2, which is the Preppie House. You meet Camila at the bar, but have to hide from Tybalt. If you do it by kissing, you MIGHT have an option for a lewd scene, but ONLY if:
1. You accepted Quinn's services.
2. You helped Camila get underwear
3. You tell her about the "outdoors" part of your Hell Week initiation.
and
4. You can get it for FREE if you were in D I K status and got the lewd scene in the Season 1 changing room when you gave her your underwear.
