You said your pc needs to be upgraded, what are your specs? The game engine was upgraded to 64bits with the Season 2 DLC and so it might not work properly with older systems.
If you have verified, and reinstalled completely fresh, and it still doesn't work, the things you can try are:
1) Make sure you have the GPU driver updated to the latest version
2) Make sure the VC redist that comes with the game are installed and updated
3) Press Shift+G while playing and choose another renderer and see if it helps.
4) Press "f" key to play in windowed mode and see if that helps (if it helps, your GPU can't handle drawing the pixels)
5) Manually start the 32-bit version in the installation directory and see if it works better for your PC
6) Make sure that you don't have G-sync turned on, and that no anti-virus is modifying the files somehow.
