Maybe it's affinity thing

You have to choose to get rid of the alphas, if you choose not to you can't talk to her.

Tommy is in no way a bro. Besides, main D!K code: Family comes first. Heather is supposed to be Tommy's family, yet he easily screws her without batting an eyelash. Thus he breaks the main code. Thus the main code shouldn't be applied to him, and even moreso, he should be held accountable for him breaking it. Thus totally tell on him to Heather. One of the easiest decisions in game, truly.

By family, we all know they mean "close" family, so DIKs only. Johnboy going to HOT party because of Elena isn't breaking any rule and he's not going against family. Every ♥♥♥ can go to party if they so choose, no need to ask Tommy about it. Some just don't do it, because they feel bad about it or whatever.
And if you point finger at others and do the same and everyone else would have same logic, then truly there would be no point in having the code.
