That link was in topic i gave you link to. Inside that "Release_2083a.rar" archive, is a file arch0005.sma, which is english translation. Have you even read doc in that rar archive?
3) arch0005.sma - full NA/EN mod translate( place arch0005.sma in "data" folder of PSA game ).

1.7 is incompatible with Samurai Spirit
So, either you are to make clean install with SS, or you could try my compatibility patch

What?
If you want only Samurai Spirit mod, you need to reinstall game, and then install Samurai Spirit.
If you want to install patch 1.7 and Samurai Spirit, you need to install patch 1.7(and then 1.7.1), and after that install my compatibility mod, in which Samurai Spirit included.
Because patch 1.7 and Samurai Spirit are not compatible. If you try to install patch 1.7 over installed Samurai Spirit, or Samurai Spirit over installed patch 1.7 - it will not work. At all.
Instructions i've provided in those links. If you want to know how to install Samurai Spirit over clean game(without mods, like patch 1.7) - there are instructions in Samurai Spirit download.

sorry I just cant understand any of the words that the file has, its not in english. also Im amature with computers, so that makes it that much harder

I installed this mod and followed the instructions to the letter but now the game is in russain. Anyway to change back to english? I popped the sma file into the data folder

Which mod, exactly? Samurai Spirit, or my compatibility patch?
If you had installed Samurai Spirit - english is included in it(in rar archive of SS), "arch0005.sma".
If my compatibility patch - then you need "language_english.sma"
