it would push every other item from the lower lane to the top one

it will split only if the lower lane is moving
consequently, if the lower lane is still because at the end of it something reached its capacity, the dog wouldn't push
which would leave the top lane empty even though the lower one is full
consequently, try to make the feeding lane the one which will be consistently moving
for example it would be a lane that feeds energy manufacturing and because of that it will be consistently consumed

As an alternative you can use mini deers to produce electrolyte paste from electric petal
1. They want a more reliable way to get splitters
2. The splitters are a little less useful when the line is "clogged" up.
Once we deal with some bigger bugs, we will be looking to address both of these issues

the question was about spliter - how to split a line into 2 or more lines (like in all other factory/automation games)
not about how to feed a factory from a belt
Eventually, the pushers will get updated to actually keep pushing when the main line backs up, because now they only split 1 line into 2 lines evenly, and stop working when the main line backs up. (If the offshoot line backs up, no problem, the pusher can't push onto a full lane.)
