Bonny Bug? with Tourney Field infrastructure

Greetings.

With the newest Bonny update (and all DLCs active) the Tourney Field infrastructure cannot be built on any territory which doesn't have Horses resource present within its limits ("access" by trade is not enough, it needs physical presence of horses in the region itself) due to "Not adding anything useful to this region" message. That was never the case before, and I assume it's a bug. Also it does indeed provide a very useful feature for any region, horses or not, with a -15% Unit industry cost bonus.
