Report a translation problem
In the relations screen, which you get there by clicking the Symbols of any player that's on the top of the main view screen in-game, you want to click on--well, before I say anything further, clicking on the alert that someone offers you a treaty automatically brings you to the treaties screen--you want to click on Treaties. Clicking that tab takes you to the treaties screen. On that page, you can see words on the left quickly describing what each line of treaties contains in-general (One line is Trading, another line is information sharing, etc), while on the right are the individual treaties of each group that can be active--one per line.
Ignoring the fact that simply clicking on the in-game treaty alert takes you to that page automatically; if you hover your mouse over [Reveal Capital] and/or [Share Maps], the only two treaties available in the Information Sharing group, a tooltip shows up that provides an in-depth description of what those treaties do. So, yes, there is an easy to get to in-game explanation provided by the game.

I swear the Tutorial goes over this.
It's not an offer, where the popup works as you explained, assuming I'm an idiot. I'm talking about a DEMAND (if you know what these are), where there's no way to click the treaty they are demanding, and the name of it doesn't match the ones you find in the Treaties section of the Diplomacy screen.
So next time you want to be a smartass, try reading the question first, and then try to understand it.
Anyway, I just tested it: Information Treaty is Map Sharing. But why on earth would these be two different names is beyond me.
