It's the dev studios anniversary, and they almost always celebrate it with giving back to *their* community by giving away DLC to this or that game.

Holy Wow! I bought 2 copies for $50 each a few weeks ago. I feel stupid. 🤣
that argument doesn't work when it's them setting the price at zero. nobody is holding a gun to their head they did that all by themselves.
lets hope it at least works with the free weekend
as a rule of thumb it's always smart to check steamdb to see how frequent and deep sales are before buying anything on steam.
or just wishlist stuff and wait for a sale notification.

Than if you want more buy it and get the free dlc.
Developers need to eat too.
I really can not understand why someone on Steam (GOG, Epic) will complain on have DLC but not the base game. ???
