It's under Settings > UI > Enable Mandatories. You want to disable this if you want to be able to force an end turn.
Why thank you kind stranger on New Year's Eve, I have waited 4 months for this response. Pretty sure it wasn't a thing back when I actually was concerned with problem, checked far and wide across all the settings.

The problem with that part is that the capital switch is (or perhaps was, I didn't play in 4 months) gatekept behind research in late medieval era, so it was absolutely not an option back then.
*"honeycomb bomb" is what I call a setup on the border of 2 or more territories, where you put a lot of maker quarters close to each other, with as many unique buildings (like Egyptian Pyramids and Mayan what-do-ya-call-em's) squeezed in between to maximise synergy bonus. Basic one involves only 7 hexes, but they can be scaled upwards with basically no limit and end up pumping out obsene amounts of production.
