You also can't spell it without "no rant", yet rants tend to be quite ignorant these days... Completely unrelated observation, you're generally right about IGN.
In this case, the review is... odd. As someone mentioned, a great deal of criticism, yet a summary of "I far from dislike it" and a score of 7.0, which by IGN's own bar means quote,
So it's... hard to say if the reviewer thought it was good and was just playing devil's advocate, or if the reviewer thought it was bad but didn't want to rock the boat with the score.
IGN is in my opinion one of the least reliable portals, apart from the fact that they often praise games that are at most average, they often rate good games badly, for me this portal has long ended :P
Even though the reviews aren't well written having played the betas I'm inclined to agree with the overall scores. The end game changes being kind of meh was expected. The game ticks off most of the 4x boxes but could stand to be more innovative. Future expansions may help here.
PC Gamer gave it a 71% which by their metrics is:
70%-79% A good game that’s definitely worth playing. We like it. Eg, Life is Strange, Planet Coaster
IGN gave it a 7 which by their metrics is:
7 - Good
Playing a Good game is time well spent. Could it be better? Absolutely. Maybe it lacks ambition, is too repetitive, has a few technical bumps in the road, or is too repetitive, but we came away from it happy nonetheless. We think you will, too.
