tbf they didn't just get the changing cultures.
Civ 7 has also changed into a similar district style of human kind so tall cities are looking to be in favor there too. They also took the war support system from humankind. There were small bits here and there too e.g. have both leaders on opposite sides of the screen when opening diplomacy rather than the previous Civ games.
I don't think I mind whether or not they take ideas tho. More wondering if they can pull it off better than humankind

Amplitude had introduced the city district system in Endless Legend, which was released before Civ 6. so Civ 7 will be the second time that Firaxis has cribbed mechanics from Amplitude.
The games tend to learn from each other and if they're sane, they put their own original twist on mechanics they like and emulate (unless they're AAA, AAAA, or whatever amount of letters they want to call themselves nowadays, then it's just safe bets and mindless trend chasing). We should honestly see it as a welcome change that between HK, AoW4, Millenia and now Civ 7, modular empires are starting to become sort of a genre inside a genre and personally I'm excited for how the whole system will evolve.
That being said, I'd also be against touting how HK took anything from Civ, it's much more EL than Civ and Amplitude's insistence on reinventig the wheel (for better AND for worse) when it comes to 4X staples is what made a lot of people bounce off, not only from HK but also their other titles. On the flipside, I imagine that's also why they have a pretty solid, even if not large, fanbase.
The framework for this game is clearly visible from their previous titles, endless legend & endless space, it's almost like a reskin of their old games, with the same resources and mechanics, plus a few twists.
The only thing this game has in common with Civ is having a historical background, instead of scifi or fantasy.
