How do I hire mercenaries?

How does the hiring of mercenaries from independent people work? I have several of them on the map with whom I have the Mercenary Charter or even Client State treaty. When I select one of their armies, there is a button to hire them but it's always greyed out, because they are "a defending army". I'm really confused about this.

I think their city should spawn more units which you can hire, I dont know if theres variables affecting it.

Hmm, okay. I've played the game from the screenshot for another 20 turns or so and even go into a war with my neighbor, with those independent people in between us. They still only ever had two armies inside their territory which were "defending armies".

Thanks for the answer anyway. I'll keep a watch on "my" independent people to see if they spawn some extra military.

Another 50 turns or so and I finally saw another unit of this independent people, outside of their territory and which I could hire. Now it's useless though because there are no more competitors on this continent.
