Why dont I get my resources

I have a problem with my resources which im not sure its by design(if so, wth) or buggy.
In my capital province I extract iron and horses. Yet they are interrupted somehow and thus do not count towards my economy. The only blockage is with the next door neighbor but 1. the iron is already in my capital 2. their is a route around that neighbor. See linked screenshot.
Someone please advise because this is costing me dearly.

I see by your screenshot you're playing modded. Which mods are you using? Which are their versions?

VIP modpack. But it turns out the problem was that red route through the enemy territory. Pretty stupid to be honest since it can just go around....

Now a new problem has presented itself. The ai not bordering me doesnt do anything anymore. They dont expand and theyre units circle back and forth between two tiles.
