I was wondering this as well, +10 Influence if Fellow People's?
I don't think it means Assimilated or Conquered because the other one is a flat +2 Influence.
If it mean assimilated of conquered that would be all of your cities and would also be a flat +10 Influence.
I keep choosing the +2 on the civic tree because I don't know who the 'Fellow People's are?
In other words, this civic will reward you if you made a specific choice earlier.
My guess, judging by the fact it applies to your own cities, and the name 'Multiculturalism': you get +10 Influence on cities which are in the Sphere of Influence of other empires, i.e. not following your culture.
Where did you get that info from?
The multiculturalism gives +10 influence in all administrative centres of city that was settled by IP (that means you have to capture it by siege or assimilation). Also have to admit that it have to be SETTLED, which means liberated cities doesn’t get into account.
So basically, if you have conquered/assimilated IPs city, and attach to it 2 territories you will get +30 influence. It is equal to 15(!) attached territories if you pick monoculturalism. Also multiculturalism opens next civic that stops spreading foreign influence to your territories or gives +100% modificator for aesthetic stars

Anyway, I just happened to be in the position to test this, and you are correct. OP this is the answer!^^^^
I still can't see where, if anywhere, the game actually tells you a city was formerly an IP so qualifies for the bonus. And I still haven't seen the term Fellow Peoples used or explained anywhere else.
