For comparison with real life, "nuclear submarine" generally applies to subs powered by nuclear power. They need not always carry nuclear warheads - the power source is a huge advantage in terms of endurance for a torpedo firing submarine that doesn't carry missiles.
Similarly, a non-nuclear powered sub could carry a nuclear missile.
The games’ combat works up to industrial era and frustratingly falls off a cliff at that point. Nukes have to be placed in a missile silo (which cannot be hidden). No country would ever operate their nukes in this way. Its nice they take a turn to land but delivery system is retardely limited to a set (and rather short) range from your missile silos. In a huge map you lucky to even reach the next continent at times.

Isn't this essentially handled through the games delaying the impact of nuclear warhead by 1 turn? There's no need for nuclear triad when the game enforces a MAD rule. Do agree w/your frustration over ICBM range though. Maybe they should implement an upgrade system much like they did w/the explosive power? Short ICBM/Med/Long
I disagree with the missing nuclear triad from the game. One of the aspects of modern warfare in the 21st century is delivery systems are going to be so fast that response time is no longer guaranteed. It was a specific intent by USSR and US to limit short range ballistic missile development. Can you say that gentleman's agreement will hold in the next few decades? Or that in your game the nuclear powers agree to limit the danger? Hypersonic weapons will be Pandora's box.
