Are you thinking about making a fantasy or sci-fi mod? Well the Amplitude did hold community polls [games2gether.com] on what mod they themselves were going to make to showoff their modding tools, and the one that won was one that linked back to the Endless series in which humans discover aliens are watching them. That could theoretically involve different alien races as well as plain old humans, so I guess it could be possibility to make different races. Unless of course you are not talking about alien or fantasy races, in which case I'm pretty sure all human races/ethnic groups are in the game already.
There also already is a mod that allows you to create multiple personas/avatars, but if you are referring to the traits rather than the avatars, I don't see why they wouldn't allow those. Most games that embrace modding like that usually let people do crazy stuff, just look at CKIII, Skyrim and Fallout 4.
Example of this system would be the ideaology Axis so for example instead of collective vs individual there would be "Harmony" vs "Supremacy"
Supremacy gives you bonuses for attacking enemies while harmony involved working together with allies/using the power of friendship
So there would be Yaks,ponies, griffons, hippogriffs, wolves, cats, dogs and such.
But my idea was a total conversion mod that also adds new gameplay mechanics like Magic combat units/support units. As well as new systems related to civics and finally some new unit classes like Pegasi units or armored airship units that can use the bombard action or attack cities from afar
the story of it the TLDR version was MLP before generation 4 soley existed to market toys to girls, but laruen faust a childrens cartoon industry vetren decided to give the characters more traits than a plastic spoon and decided to like actually make them "human"/more real if you wanna put it that way. An example being how not every character in the show is or was "OMG that dress is nice!"
and she actually created the lore of gen 4/had a lot of passion in it. But its one of my favorite shows and still is! And its the only fantasy setting I like becuase its not just a rip off of lord of the rings. So I thought that I would make a mod relating to it!(why? well truth be told really long story involving really dark times in my life and how the show made me appreciate life a lot more than I once did )
but yeh my idea for gameplay mechanics might be a lot harder to implement than any of my other ideas. but one idea was that the whole ideaology axis system would decide more than just passive bonuses. so like lets say you go down the Supremacy track you could use influence or the curreny that replaces "faith" AKA Magic to summon timber wolves(wolves made of timber pieces) to attack your enemies that or use supremacy to build nasty traps/demon units. While harmony can be used to recruit certain units as well.
Also honestly 4x games in general Civ and HUMANKIND are both amazing games not just from a gameplay perspective but they also helped me understand the Human condition/ the struggles of HUMANKIND as a whole and I personally felt like it made me a better person or at least understand more about a lot of things.
