Population limit is the number of worker slots in your city. You can go over the limit for -30 food production per pop over the limit.

So many different things.

Attaching an outpost adds 1 to each slot (4 total).

Each basic district adds 1 to the type of district (food district adds +1 food slot).

Other districts can also add various amounts.
