The point stands, this game is dead on arrival if this is their business model. Like WTF can you imagine competing in a game of civ where 1 guy has access to stonehenge and nobody else does? Or an aggressive civ has access to statue of zeus and nobody else does? Stupid...

For real. I would guess the average age of the gamers interested in this is going to be 35-45.. I played Civilization 1 for the first time when I was 8 years old.. We are old and cranky and we won't fall for the tricks that work on the mobile genurrrration.
Well the DDE is listed as containing the following:
The Game
The Notre Dome pack
Sound Track
Tech Tree & Unit PDF
Which makes my think that the Notre Dome pack can be brought outside the DDE bundle.
As any Amplitude fan can tell you, we have the following policy for DLC in multiplayer:
If you play a multiplayer game, the available in-game content is entirely determined by the host. If they own the DLC and enable it, and you join the game but do not own the DLC, you still get to play with the DLC. There will thus not be any unfair advantage in multiplayer games. (Cosmetic items such as player emblems and avatar options are an exception to this.)
