Cant seem to get to the color blue

I am in the second chapter and am trying to find the color blue. Its not showing up is that meant to happen?

Every area has a different colour palette. I'm guessing you're in an area where there's no blue. (A lot later in the game you will get a custom colour palette that you can use your own colours anywhere.)

A quick semi-spoiler guide for people wanting to get this as soon as possible.
Halfway through the story, after you've faced Chicory's panic attack in the tower, and then when she feels better, she tells you to go meet her at the four wielder trials,
you'll get the ability to paint and swim on water.

Head towards the northeast part of the world map,
go through the beach town of Brekkie, and swim north up the beach, then west.
Keep heading west when you hit dry land, and you'll find the way,
to make your own custom color palette!
