NG+ Strand of the child

So, I just bought and finished this game last week and now I am at NG+. I went to the Childbed to pick up the Strand of the child and surprise surprise, some interesting dialog and a brutal boss fight afterwards. I was like ok, so they do not make this easy...

I beat the boss, loot the armor set, get out of the area and suddenly I find out I am probably stuck? Forever stuck? I do not have the Strand, the interactive child ball thingy is gone (I tried resting, I tried restarting the game completely, I tried dying...), the guy at the worldpillar still says I have to bring those two items to him (I have the other one in my inventory) and I simply cannot bring them to him, because the Strand is nowhere to be found.... What now?

This sounds like you went to fight the NG+ exclusive boss Dreamborn Terror.
The Strand of the Child can be found on a level below Surrogate Vulture, fighting the bird is not necessary for it.
