Can't upgrade Jiro?

It's telling me to cook Vegetable Steak and Stuffed Zuccini with his help, which I did several times.
I've upgraded both recipes, am I softlocked out of upgrading Jiro because of that?

Does the UI menu show Jiro's icon, in any level of the preparation steps for the dish?
