I solved this requirement today. My original restaurant decoration was modern style, I changed it all to Bistro style, and then Horace came to me to untie it, you can try it!

We haven't fully figured it out yet, but we need to change all of the decorations, not just one. For example, if a restaurant is designated as a trattoria, it seems that every corner of the restaurant must be decorated with trattoria-themed items.

I am surprised there isn't more discussion on this topic. I have changed my decor in "every corner of the restaurant" at least four times. Nothing... Frustrating

Just speculation, but maybe the 2 services have to be during the same play session? I know for sure that the game forgets certain things about the 'previous service' if you quit the game, could this be another thing like that?
