how can I set it?

When your done cooking your meat there are three bars, first chunk is rare let it rest in pan and each 1/3rd chunk represents a done-ness. Or do you mean staff? Mine are too low level for me to know on that one.

After it has gone through the 3-stage cooking, there will be another 3-stages for rare/medium/well done. Simply take it out at the specific stage to get the level.

ah ok so when I finish first step start second step for 3 different coocking I try

That second stage of cooking never kicks in for me. Do you need to do something special to engage it? Mine just finishes cooking after the third stage (II) and I always end up with a rare steak. The only interaction it gives me at that point is to just take the steak out of the pan, it never allows me to continue to cook for medium or well done.

When you tell the NPC to cook the steak, you have to select it before you ask it, with the key arrows.

If you're cooking the steak yourself, it's easier to see if you hit "tab" once the meat is done with its initial cook (where you flip, season, etc) but before you take it out of the pan. Three "new" slots should appear just over the pan, indicating one, two, or three squiggles (rare, medium rare, and well done).
