For 1, is your monitor set to anything other that 100% DPI scaling? The game isn't DPI aware, so it could be bringing the cursor in to a virtualised position that doesn't match the intended position. It is best to force DPI awareness on for these games, and you can do that by browsing to the game directory and finding it in the executable's properties.
For 2, have you checked the game camera settings? There should be options to invert camera controls and sensitivity there.
