It's a "quirk" many Japanese PC games seem to still have from being developed largely with consoles in mind, with the PC being more of an afterthought, where you can't just bring up a main menu at (almost) any time (typically via esc) and access options and load or quit from there like is usually more standard on the PC platform. Rather, you usually need to go within some system settings WITHIN the game's menu itself (Dragon Quest XI, Tales of Berseria), or use it as an option only at select locations within the game (such as this one).
