That said, if you want to get something on a fuel item, Zettel has always been a good choice for me. You can make it with plants, you can make it with water, and if you reach far enough down, you can add a supplement, and those open up many many more options. Another useful way for moving traits has been the Scythe, it allows you to turn metal and lumber into ore. Ore can then be used to make a supplement or ingots.
Edit: I checked my own stash (after finishing the game) and it seems to be a fairly mid to high level trait. Almost all items I have with it are 80+ quality with at least a B-rank. The lowest I found was a cotton grass with 59 quality. I think that one must have been from the volcano.
You might first want to check your container to see what raw ingredients you have with critical finish and see what suitable intermediate you can make out of it.
I used the Silver Beehive with Critical Finish trait.
Along with 2 red supplements and 1 yellow supplement, add the (fuel) characteristic to the Honey.
Because Flour can be made with 1 wheat and 1 fuel, use any wheat, and use the Honey you just made.
Don't forget to select the Critical Finish trait at the end.
(1 honey can be used to make 3 flour, so you need 4 honey.
You need one silver beehive to make 3 honey.)
The recipe for flour also allows Zettle, which can have the effect of Synth Quality +1, so I used 7 Zettle for the one recipe. This obviously depends on your Alchemy level. You can also just use the duplication device on the finished product to save on the Zettle.
